Web site based on Act setup

Yapcom, the tool we previously used for YAPC::Israel and OSDC::Israel had several limitations (one of them is my time to further develop it) while Act is continuously developed as it is used by many other Perl conferences and workshops. I have already used it when I helped organizing the Hungarian Perl workshop so I decided to use it for the upcoming Perl Workshop in Israel.

Éric Cholet was very helpful and set it up for me. After a few exchanges of e-mails everything was fine. I could start to copy the design and the content of the Frozen Perl 2008 Workshop. Many thanks for that!
